He is a good tanker and also in lategame a good damagedealer. I try to give you an idea about how i play with that hero.

Skills:
1. Whireling Blade
2. Terrify
3. Taunt
4. Taunt
5. Taunt
6. Decapitate
7. Taunt
8. Whireling Blade
9. Whireling Blade
10. Whireling Blade
11. Decapitate
12. Terrify or Stats
13. Terrify or Stats
14. Terrify or Stats
15. Stats or Terrify
16. Decapitate
17.-25. Stats or Terrify

Items:
1. Helm of Legion
2. & 3. It depends on the enemies. If you have to face a lot of magic damage dealing heroes, than you should build Shaman's Headdress next if not build some shoes.
Shoes: I prefer Steamboots, but Ghostmarchers or Platedgraves are also a good choice.
Now you got the core items, from that moment on you have to look how the game runs and what you need more. I like to build up Behemoth's Heart next or Demonic Breastplate if your team fights good together.

Its a simple build and is just an idea how i play with him. But i allways addapt my build to the game, so it changes a lot. For example a very important thing is, if you are alone in a lane or not. The Taunt skill is just first to max if you are a lot of times in teambattles. If you mainly focus on jungling or not-aggressive laning, than you should max Whireling Blade first.

For the skill build, I prefer up Whirling bladex2, Tauntx2 and terrify(charge?)1 time, for the bonus ms.

For boots, I suggest GM, 'cauz Legionnaire is a Tank, and owned most of his opponents with his passive skill^^.

Items I suggest:
Helm of Black Legion.
That great axe who add +32 STR.
and a Portal Key^^.

You can make a barbed armor, BUT don't activate it when you taunt
===>80% of damage you received when you have 2X armor is ridiculous xD.

in the ub version the second skill is almost useless. sometimes i dont even need the ulti, cause of to many noobs in that version

So how about a 1V1 with me?^^

little uptade: The first three items are still the same, but i noticed, that the rounded axe fits very good with legionaire, also with other meeleheroes. It has a good mana, hp and damage boost + splash damage.

little question about his third skill, how much damage does he deal? or how can i boost it? there is no hint in the description, atm i think its just a basedamage aoe :)

first u ofc rush for helmet
next are marchers, cause unitwalking makes u more moveable on battlefield, and for legionnaire its basic
core item is PORTAL KEY, u rly can do s***t when u cant use ulti dont you?
after this you should make barbed armor- with whirl its just gank
after this you make some other items to give you str.
I've tested this build many times, here and before in DotA on Axe where it was vanguard, phase, dagger, blademail, HoT HoT and this build makes u almost unable to kill
